Integrating Services for Young Children and their Families

Policy Brief No. 17 explores the rationale behind integrating services, what is known about their effectiveness, and the implications for policy makers and practitioners. It concludes with the following considerations for policy and programs:

Given the lack of clarity regarding what integration involves at both the system and teamwork levels, a clear national vision of service integration should be developed and promoted to all services and staff.
To ensure successful collaboration and service integration, support must be provided, both during the establishment phase and ongoing; this could be through the establishment of a dedicated service integration support unit or use of dedicated advisory, training and other support services.
Given the key role of leadership in effective service integration, ways of identifying, training and supporting leaders should be explored.
The move to integrated service delivery will alter the way that early childhood professionals work with each other and organise their practice. Support should be given for the development of new procedures for entry into the service system, identification of needs, and interdisciplinary service delivery.
Since much of the research evidence reviewed above is indicative rather than conclusive, a significant investment in more rigorous research and evaluation is warranted. This should focus on identifying key practices and policies that promote effective service integration and better outcomes for young children and their families. These efforts could be supported through the establishment of a partnership with university-based researchers.

The report broadly assesses the Convention’s impact on children’s well-being and human development during the past two decades, addresses the critical challenges for the next 20 years and outlines an agenda for action to ensure the Convention’s promise becomes a reality for every child.

Australia’s mothers and babies 2007 is the 17th report providing information on births in Australia from perinatal data collections for each state and territory. The report presents demographic, pregnancy and childbirth factors of women who gave birth in 2007 and the characteristics and outcomes of their babies.

Save the Chidlren Australia undertook a literature review of national reports on newborn and child survival in Australia in order to examine the causes of deaths of children under five years old. This report summarises the results of the review. Australia ranks poorly in terms of infant and under-five mortality rates compared to other OECD countries. largely due to the high number of Indigenous infant deaths. Indigenous children aged five and under are three times more likely to die than non-Indigenous children. Limited access to health care services, poor nutrition, poor housing and social conditions are some of the factions that underpin the disparity in mortality rates.

Save the Children urges the Australian Government to reduce child mortality in Aboriginal and Torres Strait Islander communities by two-thirds within the next six years. Released today in Australia, the report titled Newborn and Child Survival in Australia, reveals that the infant mortality rate for Aboriginal and Torres Strait Islander infants is 12.5 per 1,000 live births compared to the non-Indigenous rate of 4.3. Aboriginal and Torres Strait Islander infants are nine times more likely to die from respiratory conditions and four times more likely to die from injuries, according to the report.
